In 1994, nineteen organizations, including the Islamic Society of Germany (IGD), the Islamic Center of Munich, and the Islamic Center of Aachen, created an umbrella organization, the Zentralrat der Muslime. According to a senior German intelligence official, at least nine out of these organizations belong to the Muslim Brotherhood. Today, there are 24 organizations under ZMD.
The German press has investigated the former Zentralrat president, Nadeem Ata Elyas, a German-educated Saudi physician and an official of the Islamic Center of Aachen. Elyas served as ZMD president between 1995 and 2006. Die Welt linked Elyas to Christian Ganczarski, an Al-Qaeda operative jailed as one of the masterminds of the 2002 attack on a synagogue in Tunisia.
ZMD has become, together with the IGD and Milli Görüş, the de facto representative of German Muslims. Even though the IGD is a member of ZMD, the two organizations often operate independently. With many organizations operating under different names, the Muslim Brotherhood fools German politicians who believe they are consulting a spectrum of opinions.
The current president of ZMD is German born Aiman A. Mazyek, and his deputies are Mustafa ef. Hadzic and Mahmut Askar (of Turkish origins). Nurhan Soykan (of Turkish origins) is the general secretary. Some consider chairman Mazyek as the most important representative of the Syrian branch of the MB in the Central Council.
