Talal Hamiyah is the head of Hezbollah’s External Security Organization (ESO), which maintains organized terrorist cells worldwide.
The ESO is the Hezbollah element responsible for the planning, coordination, and execution of terrorist attacks outside of Lebanon. The attacks have primarily targeted Israelis and Americans.
Hamiyah is suspected of involvement in the 1994 Hezbollah attacks in Argentina. Security officials recorded Hamiyah praising “our project in Argentina” in a conversation with his predecessor, Imad Mugniyah. Hamiyah replaced Mughniyeh after the latter was killed in 2008.
Israeli intelligence has accused Hamiyah of coordinating with Moqtada Sadir’s Mahdi Army and other Shiite militias in Iraq following the U.S. invasion. Also, Hamiyah’s cells reportedly rely on Iranian embassies to help transfer weapons.
The U.S. Department of Treasury designated Talal Hamiyah on September 13, 2012 as a Specially Designated Global Terrorist (SDGT) pursuant to Executive Order 13224 for providing support to Hezbollah’s terrorist activities in the Middle East and around the world.
