Yemeni national al-Rumaysh is a financial and foreign fighter facilitator for ISIS who also has held membership in al-Qaeda in the Arabian Peninsula (AQAP).
Al-Rumaysh also helped an ISIS member procure funds for the travel of foreign fighters from Yemen to Syria transiting Turkey.
As of December 2013, al-Rumaysh coordinated with SDGT entities AQAP and Al-Nusrah Front to facilitate the travel of ISIS members.
In November 2013, al-Rumaysh sent a group of Yemeni extremists to Turkey to Maysar Ali Musa Abdallah al-Juburi, who brought them to an AQAP facilitator in Syria.
As of late 2014, Al-Rumaysh had been sending violent extremists to ISIS-controlled territories to support ISIS. In addition, in November 2014, Al-Rumaysh was working with an ISIS member to procure funds for the travel of individuals from Yemen to Syrian Arab Republic to support ISIS. At that time, Al-Rumaysh also intended to send additional fighters to the Syrian Arab Republic.
