Role: Saleem is a mechanical engineer by training. In 2004, he was considered a prominent Hamas operative, and was one of the leaders in the development of the medium-range SSR. He was very prominent in the sphere of rockets. In the past, he worked in Syria on behalf of Hamas and visited many other countries, including Qatar, Oman, UAE, Ukraine, and Malaysia.

Saleem is responsible for all military R&D activity, including the projects to improve precision, the drone and unmanned underwater vehicle projects, establishing and operating production workshops for SSR and drones in Lebanon, carrying out procurement abroad and transferring technological equipment and know-how to Hamas’s military wing in the Gaza Strip. He also has general responsibility for building up the Production Section departments.

The construction department oversees developing covert terror capabilities for Hamas, in order to perpetrate terror against a range of targets in various countries.

The main idea was to set up a Palestinian military force in Lebanon, by recruiting Palestinian residents from refugee camps in the country. The idea was to receive Hezbollah’s operative umbrella and legitimacy, but to be an independent entity.

The Department’s activity includes procurement and independent production of weapons, including rockets and recruitment and training of combatants. Courses are provided on covert collection, combat in built-up ares, shooting and more.

Despite Saleem’s extensive managerial and professional responsibilities, internal Construction Department reports indicate that Saleem and his section are unable to meet the goals set for them by Hamas, and have mostly failed, with operatives and facilitators under his personal responsibility exposed and their activity stopped.

A particularly notable failure was the incident in which Muhammad Hamdan, one of Saleem’s senior workers in Lebanon, was injured and hospitalized for a few days. Saleem was present at the incident, but fled the scene swiftly and left Lebanon for Turkey, without taking care of his section.
