Status: Head of the Construction Department, Head of Hamas Lebanon;

Role: The construction department oversees developing covert terror capabilities for Hamas, in order to perpetrate terror against a range of targets in various countries.

The main idea was to set up a Palestinian military force in Lebanon, by recruiting Palestinian residents from refugee camps in the country. The idea was to receive Hezbollah’s operative umbrella and legitimacy, but to be an independent entity.

Majed Khader, current head of the Construction Department, thought up the plan several years ago with the help of additional operatives, and under the direction of Hamas’s leadership.

The Department’s activity includes procurement and independent production of weapons, including rockets and recruitment and training of combatants. Courses are provided on covert collection, combat in built-up ares, shooting and more.
