Ismatullah Khalozai is an alleged Turkey-based international financial facilitator of the Islamic State Khorasan Province (ISIS-K), for providing financial support to the terrorist group.

He also has carried out missions for senior Islamic State leadership.

For a period of two years, Ismatullah Khalozai operated a Turkey-based hawala business to transfer funds to finance Islamic State-Khorasan operations.

Previously, he operated a United Arab Emirates-based financing scheme, which involved sending luxury items to international destinations for resale to generate funds in support of Islamic State-Khorasan.

Khalozai has also carried out human smuggling operations for Islamic State-Khorasan, including personally smuggling an Islamic State-Khorasan courier from Afghanistan to Turkey.
