The Kurdish province of Kirkuk is under the control of the Iraqi central government since October 2017. However, it is struggling with unstable security situation challenged by the IS sleeper cells in the area.
The Iraqi government declared final victory over IS in December 2017 despite the persisting terrorist attacks and a continued wave of violence at the hand of the remaining IS militants.
