ISIS terrorist organization financial plan and non-oil resources
The non-oil resources obtained by the ISIS militants are based mainly on strict taxation of all business sectors. This entails imposing taxes on citizens ,as well as exploiting all available Syrian resources,especially antiquities.
ISIS has granted permits to excavate antique treasures and has also provided excavation equipment. The testimony by Syrian activist Alaa al-Dairi (age 27), who recently fled from ISIS’s controlled areas in Deir al-Zour, sums up the financial attitude of ISIS towards inhabitants in its areas of influence.
They are regarded as vital sources of revenue for the terror group “through taxes, royalties and fines which are imposed under many banners on different types of businesses.” The activist added: “As long as people are able to produce money, the organization will find different ways to collect it.”
