Established in 1989, FIOE is an umbrella organization, which includes hundreds of member organizations in 28 European countries.
President: Abdullah Benmansour. Benmansour, from France, has previously occupied a number of leadership posts in the Federation Shura Council and Executive Office in several executive terms. He also previously held the post of Secretary-General of the Union of Islamic Organisations in France (UOIF). FIOE’s vice president is Abdirizak Waberi. Former vice chairman was Ayman Ali. Former spokesperson: Ibrahim el-Zayat. Former Presidents: Chakib ben Makhlouf, Ahmed al-Rawi.
FIOE’s headquarters are located at 34 Rue de la Pacification, B-1210, Brussels, Belgium.
Lack of transparency:
FIOE’s website (http://www.fioe.org/index.php) lacks in the most basic information regarding the organization. It does not contain it’s organizational structure, leadership, member organizations, it’s sources of funding or any annual reports.
FIOE is often regarded as the “European Arm” of the International Muslim Brotherhood. It has ties with Hamas and with Hamas fund raising organizations. In 2006, then-FIOE President Ahmed Al-Rawi was reported not to have denied a close connection to the Muslim Brotherhood, telling a newspaper interviewer that, “We are interlinked with them with a common point of view…We have a good close relationship.” Furthermore, Most of the FIOE member organizations are linked to the global Muslim Brotherhood and many of the FIOE officers are leaders in the FIOE member organizations with documented ties to the global Muslim Brotherhood. In 2005, the FIOE said it had an annual budget of GBP 900,000, or about $1.5 million, with roughly GBP 400,000 coming from member organizations and the rest from donations, much of this funding comes from anonymous donors in the Gulf. These funds were said to come chiefly from the UAE and included the Al Kaqf family and the Al-Maktoum family. [source]

FIOE’s former president of FIOE is Ahmed Harb el-Kurd, a Hamas appointed minister of Social Affairs in the Palestinian Authority who was designated by the US treasury department since 2007 due to his membership in Al-Salah Charitable Association.
