Activities:

Zaher Hilali, who according to his Facebook page, studied at Aleppo University – Faculty of Law and lives in Aleppo, lists his employer as “BS Company Offshore at Katerji Group”.

Based on the only documentation that we’ve identified, Circular number 209, issued by the General Manager of the Damascus Chamber of Industry in April 2017, it is clear that B.S. Company Offshore:
-is a Lebanese oil company that has been granted permission on a monthly basis to bring oil to Syria;
-is party to a special contract by which “the customer” (ostensibly the regime) is entitled to renegotiate the contract at the beginning of each new month by reviewing, restricting and informing all of the company’s activity.

The instructions regulating B.S. Company Offshore state that it may carry out all of its activity with direct unfettered access and provisional support and is subject to inspections.

In light of Katerji’s illicit activity and in the absence of organized Syrian business registries, only one company, B.S. Company Offshore, has linked to Katerji Group.
